General statements.
Annual Open International Competition of Computer Projects among Kids, Youth and Students “DIGITAL WIND” is held annually by International Faculty of Applied Computer Technologies of Saratov State Technical University and Saratov Arena Multimedia Center under the aegis of the Federal Agency for Education of the Russian Federation and is supported by Aptech Ltd. (India).
Co-organizer of regional stages of the competition is “Softline” group of companies (Moscow, Russia).
“Digital Wind” was first held in May-June, 2002.
Age of the participants varies from seven to twenty one years.
The Mission of the Competition is:
- Developing creative interest in information and computer technologies; .
- Improving practical skills in with the field of Internet technologies and computer graphics;
- Studying of modern software for creating Web applications and Computer Animation.

Competition organization.
“Digital Wind” is co-held by International Faculty of Applied Computer Technologies of Saratov State Technical University, Saratov Arena Multimedia Center and “Softline” group of companies (Moscow, Russia).
The ”Digital Wind” is led by the Organizational Committee which consists of the founders of the competition. The Organizational Committee forms the Counsil of Experts which consists of experts from the relevant fields.

Application rules.
The competition is held from November, 15 till April, 30, 2010. Project applications are to be registered from December, 1, 2009 till March, 15, 2010. The projects may be submitted to the following nominations:

In 2D and 3D animation nominations the topics are free among all age groups.

Computer Games:

Casual computer games .

Smartphone and Pocket PC casual games:
- from 13 till 17.
- from 18 till 21.
Casual games are games for random players - people who play from time to time. These games are simple and don’t require high level of computers and other devices use (Pocket PC, Smartphone, mobile phones etc.). They are well designed, have no violence and easy to play.

Topics are free among all age groups.

Project Requirements.
Each author or team may submit up to 5 projects in any nomination. Each project is registered separately. The team may not include more than 3 persons . If the team participants belong to different age groups the project will be registered to the age group of the oldest participant. The projects contain only English or Russian information.

Project Technical Requirements.
Acceptable software for computer projects is:
- Web Applications: HTML, JavaScript, CSS, Adobe PhotoShop, Adobe Dreamweaver, Adobe Flash, PHP, Perl, CGI, ASP, ASP.NET .
- Multimedia: ToonBoom Tech., TB Solo/Digital pro, Adobe Flash, Adobe PhotoShop, CorelDraw, 3DS Max, Adobe Premier, Adobe After Effects, Maya.
- Computer games: any software suitable for OS Windows.
Every project must follow special requirements:
- РIt must be fit for view on with Windows NT/2000/XP/Vista OS.
- It must not require preliminary installation.
- In the case of using nonstandard fonts please put them in the catalogue “Fonts”.
- Any mobile gadgets with Windows Mobile, Symbian, Palm OS, Pocket PC for Smartphone and Pocket PC casual games. Windows Mobile is preferable..
Creation of Web applications takes into account the following requirements:
- The site must be fit for view offline (without any links to external programs).
- The main file must be called index.htm (extension depends on using a*ids- *.htm or *.html for static page, *.php for PHP script, *.pl for Perl script, *.asp for applications using ASP technology and *.aspx for ASP.NET) and be located in the site root directory.
- All images must be put in the separate directory in formats *.gif. *.jpeg. *.png.
- The separate file size in your site must not exceed 100KB.
Requirements to static graphic projects, made in Adobe PhotoShop and Corel Draw:
- Adobe PhotoShop: It is necessary to present an initial file (with extension *.psd without merged layers) and a file with extension *.jpeg
- CorelDraw: It is necessary to present an initial file (with extension *.cdr) and a file with extension *.jpeg.
Requirements to Animation projects made in ToonBoom Studio, TB Solo/Digital Pro, Adobe Flash:
- It is necessary to present an initial file (with extension *.fla for Adobe Flash, *.tbs for ToonBoom and *. and a file with extension *.swf).
Requirements to animation projects, made in 3DS Max:
- It is necessary to present an initial file (with extension *.max) and a final project in the format *.avi or *.mov.
- The file must be viewed in standard Windows Media Player .
- A traced file must not require installation.
Requirements to computer games:
- It is necessary to present an initial file (with extension *.exe).
- Online Flash game. It is necessary to present an initial file (with extension *.fla for Adobe Flash) and file with *.swf extension.
- A game must not require installation.

Rejection Regulations.
The Counsil of Experts has the right to decline projects that:
- contain advertising;
- contain unquotable and rude expressions;
- contain pornography and references to such resources;
- contain appeals to violating the law and racist statements;
- abuse the intellectual property law;
- do not follow the rules and technical aspects (article 5 of this Statement);
All projects must be registered on the website www.digitalwind.ru. Each project after the registration gets a unique number must be indicated when sending the project and initial files to the Organizational Committee.

Ways of Presenting Projects to the Competition:
All projects and initial need to be sent to the Organizational Committee of “Digital Wind-2010”.
- “Web Applications” nomination:
- Via Internet. It is not recommended to use hosting services with low canal capacity. You will be needed to place the “Digital Wind-2010” participant banner of the competition on the home page of your project. You can find the banner at www.digitalwind.ru. Via e-mail. The size of the project must not exceed 512 KB. Registration number of project has to be mentioned in the e-mail.
- Via post mail. Projects have to be presented on a CD. The project registration number has to be mentioned in the cover letter.
- “Multimedia Technologies” nomination (choose one option):
- Via e-mail. The size of the project must not exceed 512 KB. Registration number of project has to be mentioned in the e-mail.
- Via post mail. Projects have to be presented on a CD. The project registration number has to be mentioned in the cover letter.
- Nomination “Computer Games” (choose one option):
- Via e-mail. The size of the project must not exceed 10 MB. Registration number of project has to be mentioned in the e-mail.
